Merely harboring such thoughts was as dangerous as uttering incendiary, subversive, individualistic language or committing acts of free will. Deviating from the pure and perfect order of Big Brother, a thought criminal persists in his rebellion even with the knowledge that his insolence will never escape the scrutiny of the Inner Party.
